The mission of Adult Basic Education (ABE) programs is to provide instruction in the basic skills of reading, writing and mathematics to adult learners in order to prepare them for transitioning into the labor market or higher academic or vocational training.

Local Adult Basic Education programs are available for the purpose of helping individuals to develop these skills.

All ABE programs are required to first provide instruction in basic academic skills and GED (General Education Development) preparation.

     ESL / English as a Second Language
The ESL element presented in a comprehensive family literacy program focuses on adults as learners, including adults who are speakers of other languages (ESL)... their strengths and goals, and their roles as parents, community members and workers.

This element begins with the foundations for learning: basic literacy and numeracy skills and English skills. Adult learners are also faced with challenges that require them to be able to solve problems, think creatively and use interpersonal skills.

The Adult Ed/ESL element provides them with opportunities to learn these skills as well.
 
Family Literacy: Teaching parents the basic skills enables them to be their child's first teacher.
Children of undereducated parents are more likely to drop out and remain in a cycle of undereducation and poverty.

This model seeks to interrupt the cycle by addressing the education needs of both generations. Its goals are to increase educational levels of parents, enhance their ability to participate in their children's education and be their children's primary teachers, improve children's language and literacy skills, and enhance parent-child communication.

The goals are addressed through four components:
Adult Education or ESL classes for parents,
an early childhood classroom program for children,
an inter-generational component for parents and children together,
a parent support and development component.
Delivered by a team of educators and support personnel that includes adult education instructors, early childhood or elementary teachers and assistants, a social worker, and case manager, the program can be center-based or home-based. The program has been implemented in Adult Education and early childhood settings.
